Stakeholder Buy-in
- It is commonly believed that teachers who participate in reform implementation decisions will have increased buy-in, be more motivated to take action, and thus have greater impact on school reform.
Training, support from program developers, support from staff members, administrator buy-in, and control over classroom implementation were stronger and more constant predictors of teacher buy-in to a school reform program. (Turnbull, 2002)

- If this is a priority reform movement the federal government must cast a strong vision to the state governments and the American people.
- State Department of Educations and local school districts must have buy-in from governing boards and staff members.
- Professional Development must be provided to instructional staff as must funding be provided for this to happen.
- Students must understand and realize the change can be beneficial if embraced.
